Meet Mike

General Philosophy

I am not a career politician; I have taught over 6,000 Maryland lawyers over the past 30 years and today I am running for Congress for them and for all of the younger generations in the district who need to see this country go in a different direction for their future. I do not believe the laws of this country are fair for the average Marylander and I would like to see improvements across the board, from tax and student debt relief, to strict penalties for those who pollute our water and air.

Personal and Family

I am the son of one of the original Tuskegee Airmen. My father served this country and through the GI Bill, was able to go to medical school and became one of the first African American Orthopedic Surgeons in Western Pennsylvania who eventually began his own successful practice in Los Angeles. I am the nephew of the Honorable Leon Higginbotham, the famous Third Circuit judge who should have replaced Thurgood Marshall on the Supreme Court.

Professional Experience

I have been a constitutional law professor at the University of Baltimore School of Law since 1988. I became Interim Dean of the law school in 2012 and along with my colleague, Mike Myerson, I founded the Fannie Angelos Program for Academic Excellence.

Civic Involvement

As director and co-founder of the Fannie Angelos Program at the University of Baltimore Law School, I have been able to work with students throughout Maryland. This program is quite unique in that it provides scholarships and funding for students from the 4 Historically Black Colleges and Universities in Maryland to help those that have been selected prepare to take the LSAT exam and for law school. The funding serves to level the playing field for the students to take the same prep courses that the majority of applicants take when preparing for law school.

Political Experience

This is the first time I have run for political office, and that means I have no political baggage.

Religious Affiliation

F. Michael HigginbothamAs a constitutional law professor who lives and breathes the Constitution, I believe strongly in the separation of church and state.  I believe religions have more in common than differences and therefore, we should all work together to bring about a better world.

Accomplishments and Awards

I am the author of the book Race Law: Cases, Commentary, and Questions that is widely used throughout law schools in the United States. My latest book is titled Ghosts of Jim Crow: Ending Racism in Post-Racial America. I frequently have appeared on CNN Tonight hosted by Don Lemon in order to provide commentary. Additionally, I have been the recipient of the 2019 Distinguished Media Award from the University of Baltimore School of Law, 2014 Outstanding Faculty Member of Black Law Student’s Association, 2011 Leadership in Law Award from Daily Record along with countless other awards throughout my career.

Educational Background

I received my undergraduate degree from Brown University and then went on to receive my J.D. from Yale University. I received my L.L.M. from Cambridge University.
